Horace Dalley.In a statement to the Lower House, Mr. Dalley said the law will reflect new policy thinking and international best practice in the area of public procurement.He said it will also provide for the establishment of the Procurement Policy Office, the Public Procurement Commission and strengthen and expand the function of the procurement review board that will regulate and harmonize the public procurement process.“(The Bill) also promotes economic development by ensuring value for money in public expenditure, and the participation in public procurement by qualified providers of goods, works and services, and to provide for other related matters,” Mr. Dalley stated.He said the move towards a new comprehensive law governing public procurement is intended to simplify and streamline the legislative framework and create enforceable and bidding obligations for persons involved in procurement.“It will also provide for criminal sanctions for persons found guilty of benefitting through corrupt means from public procurement,” Mr. Dalley said.The Bill will also delete from the Contractor General’s Act, all provisions related to the National Contracts Commission (NCC), which is to be replaced by the new Public Procurement Commission.The methods of procurement have also been expanded, and the circumstances in which bidding occurs expanded to include two stages, open and closed framework agreements, as well as electronic government procurement.A Joint Select Committee of Parliament is to be established to examine the legislation.

Dr. Fenton Ferguson on August 13, at FFP’s offices in Spanish Town, St. Catherine.The donation came weeks after reports of a worldwide shortage of the fluids at which time, FFP’s Florida office sourced a batch from European suppliers as a gift to the people of Jamaica.Minister Ferguson noted that although the health facilities did not run out of the fluids, the National Health Fund (NHF) “worked proactively …so that patients would not be affected, and we managed the system across several hospitals to ensure that they all had stocks at all point in time”.He said that within a short time after hearing about the shortage, FFP contacted the Ministry and indicated that they would provide support of sourcing the fluids for the health sector.“We are thankful to have you as a partner in health that we can count on. This will go a far way in adding to our present resources, and I acknowledge the support of Food for the Poor Inc., located in Florida,” he stated.Minister Ferguson informed that in 2013, FFP donated 86 containers of medical items to the health sector with a value of some $3.4 billion, which included pharmaceuticals, suction machines, nebulizers, and blood pressure machines, medical supplies such as gauze, syringes, needles, furniture, wheelchairs and stretchers.“I have very deep admiration for the agency for its continued assistance, especially its focus on vulnerable areas and groups. We appreciate these partnerships and welcome others, who may be able to work with us. The development of public/private partnerships to move Jamaica forward is a tenet of our National Development Plan, as well as this Administration’s Manifesto,” Dr. Ferguson said.IV fluids are critical to saving lives during an emergency. Soon after images of battle-ready police officers emerged from Ferguson, Missouri, where protests erupted after a police officer shot and killed an unarmed teenager, critics began to decry a little known Department of Defense program that offers decommissioned military equipment to local law enforcement agencies.The defense department’s 1033 Program has been blamed for the “militarization” of police forces across the country, an opinion aided by images of Missouri officers looking more like soldiers than peace keepers. But Flathead County Sheriff Chuck Curry said the 1033 Program has enabled his department to acquire useful equipment it couldn’t otherwise afford, particularly a mine-resistant armored vehicle.“I’m somewhat offended by the headlines in the national media that says law enforcement is becoming militarized just because the military gave us a piece of equipment that offers our officers some protection,” Curry said. “We’re not militarizing the sheriff’s office because someone gave us a rig that protects our personnel.”Curry referred to a Mine-Resistant Ambush Protected vehicle, or MRAP, that the county sheriff’s department received in 2013. According to data obtained by the New York Times from the Defense Department, Flathead County is the only law enforcement agency in the state of Montana to receive a mine-resistant vehicle through the 1033 Program. Lincoln, Powell and Roosevelt counties have all received armored vehicles through the program.Curry said the sheriff’s office has two armored vehicles that it can use when the SWAT team is deployed. The newer vehicle was previously used in Iraq and Afghanistan. Curry said when the department applied for the vehicle it wasn’t interested in the fact that it was mine-resistant.“The bottom is mine-resistant but we don’t care about that, we just care that it’s bulletproof,” he said.The Kalispell Police Department also has an armored vehicle, called a BearCat, built by Lenco Armored Vehicles for domestic use in 2007. The vehicle cost $300,000 and weighs 26,000 pounds and features an armored body, bulletproof glass and puncture-resistant tires, according to Kalispell Police Chief Roger Nasset.Nasset said before the department got the vehicle, which was paid for through a private donation, the city’s SWAT team had no armored vehicle to protect itself during live-shooter scenarios.“It’s a tool and just because it looks like a piece of military equipment doesn’t mean it is military equipment,” Nasset said. “To send a SWAT team out with no armored vehicle is ludicrous.”Nasset said the vehicle is usually deployed anywhere from two to six times a year and on occasion has been sent to other communities, including Missoula, where the vehicle was actually shot at. Lincoln County Sheriff Roby Bowe said his department also received an armored vehicle last year but they have yet to use it.All three local law enforcement officials said the armored vehicles are used sparingly, but that it’s important to have them available when a dangerous situation arises.“We work for the public, not against it and this equipment is for their safety as much as it is our safety,” Nasset said. Bus passengers across South Tyneside are the first to benefit from a transformational new multi-operator smart ticketing scheme that means they can catch the first bus to their destination.The SmartZone initiative gives customers the flexibility to use one smartcard to travel with multiple operators and offers unlimited travel from less than 1.80 per day.The development comes just months after Britain’s biggest bus operators pledged to deliver smart ticketing to millions of customers across England during 2015.It is part of a multi-million-pound investment by the UK’s largest bus operators in what is believed to be the biggest smart ticketing project in the UK’s history.The technology can also allow smaller bus operators to be included in multi-operator schemes and provides a platform to extend the system to other modes, such as trams and trains.The scheme â€“ which uses Government standard ITSO technology â€“ was launched by Stagecoach North East and Go North East, which believe it will deliver even better value, hassle-free bus travel for local people.It follows successful trials of the new ticket last month and is now officially part of the Stagecoach North East and Go North East ticket ranges. South Tyneside SmartZone tickets are valid on buses in South Shields, Harton, Whitburn, Cleadon, Boldon, Bill Quay, Hebburn and Jarrow.Passengers can purchase SmartZone tickets directly on the bus or online, depending on the type of ticket selected. A one-week ticket can be bought onboard or online and costs 13 and the four-week ticket at 50 is only available online.Tickets can be added onto a Stagecoach Smart card or a Go North East Key card, and all valid products on smartcards will be accepted on any Stagecoach or Go North East service in South Tyneside, within the SmartZone boundaries. Customers simply hold their card over the card reader on board the bus to record their journey.In the north east, it is predicted that additional operators will join the scheme later this year as work continues on delivering multi-operator smart ticketing available across the wider north east.In a joint statement, Phil Medlicott, Managing Director, Stagecoach North East, and Kevin Carr, Managing Director Go North East, said: â€œIn line with our promise to customers, we’re delighted to be launching smart ticketing across different operators.â€œBus operators are committed to developing services within the region and to enhancing every aspect of the customer experience. Tyne and Wear has the highest customer satisfaction rating of the UK’s metropolitan areas.â€œThis is further evidence that by working together, and with the region’s local authorities, bus operators can make our buses even better.â€

Lisa Hanna Extra protection has been afforded to Jamaica’s former Minister of Youth and Culture and member of Parliament for South Eastern St Ann, Lisa Hanna, after her life was threatened after calling for the banning of popular entertainer Vybz Kartel’s music from radio.Hanna was the subject of a sea of threats via social media after she called for an investigation into the methods the imprisoned entertainer employed to record music while behind bars. He will be eligible for parole after serving 35 years of his sentence.He was previously housed at the New Horizon Remand Center at Spanish Town Road in Kingston where it is suspected that he had free reign to record songs and smuggle them out on the streets. He has since been transferred to the Tower Street Adult Correctional Center (formerly known as the General Penitentiary) after the cries grew louder that his songs were flooding the streets at an alarming rate.

Rogers Hangar.Emily Elmo scored a game-high 24 points, including four hoops from three-point land, to lead the Wild to the easy victory.The contest the fifth in seven days for the Bombers following the Christmas holiday break.The Bombers started fast out of the gate, building a 9-0 lead before the Wild scored a basket.However, Baker outscored the Bombers 10-2 to cut the margin to 11-10 after one period.In the second quarter the game turned on an inadvertent play. Bomber point guard Sarah Fuhr became entangled with the Wild player and suffered an injured thumb. The injury proved costly as Fuhr runs the Bomber offence and leads the team in scoring, averaging 17 points per game.The Wild took advantage of LVR’s inability to score, turning a 23-19 lead into a 45-19 advantage after three quarters.Kiandra McLaren led the Bombers in scoring with 10 points while Kyndle Doolan added eight.
