systems of infrastructure governance and transparency It covers the availability of infrastructure such as buildings ICT infrastructure systems for governance like record keeping upkeep of minutes and mechanisms that ensure transparency of functioning which are crucial for the effective functioning of PRIs Accordingly three indices of devolution were constructed which include index of devolution in policy (DPo) index of devolution in practice (DPr) and index of devolution in policy adjusted against practice (DPa) “The index of devolution in policy captured the policy intention of state governments while the index of devolution in practice captured the field reality in a small sample of PRIs The index of devolution in policy adjusted against practice is the index of devolution in
